Honestly, if you look at what he wrote and what happened in the last months, I think he just doesn't want to deal with all the trouble Bitskins generates anymore (money laundering, payment frauds, law regulations etc) and is tired of the project. Maybe they are scared of legal trouble.
I actually noticed the incident he is refering to in the post - someone sold hundreds, if not thousands of Vertigo and Overpass souvenir packages, all way below the price they cost ingame. I bought some as well.
But it seems like an excuse to be honest, they could easily refund lost items IF some bots actually get banned.

Let's face it, Valve is getting rid of the competition, but there always will be an alternative. The second biggest CS:GO trading platform right now is DMarket and until Valve haven't started blocking it, we can buy and sell our skins there. So, I believe that users shouldn't panic about this. Until selling CS:GO skins is a profitable business, there always will be such platforms.

You do realize if Valve didn't want cashout sites they could just limit/close their API or even CS:GO trading in general.
Since people will always want to sell their stuff for real money, existence of cashout sites is like a blessing for Steam support cause of all mass amounts of fraud that would p2p real money trades generate.
